Federal Permits Will Allow Wind Farms to Kill More Bald Eagles

Save the fuckin Delta Smelt and Snail Darter but kill the Bald Eagle!!! This country is so fucked up I can’t believe it. Thank God we have a chance to change some things with the election of Donald J Trump for POTUS.

(CNSNews.com) — New 30-year permits that will be issued next month by the U.S. Fish & Wildlife Service (FWS) will quadruple the number of bald eagles that wind farms will collectively be allowed to kill per year and avoid prosecution under the 1940 Bald and Golden Eagle Protection Act.

Under the new $36,000 “incidental take permits” – which are to be reviewed every five years by an independent third party – the number of bald eagles that can be killed by permit holders will increase from 1,100 currently allowed under 2009 regulations to 4,200 when the Final Rule goes into effect on Jan. 17, 2017, according to the Associated Press.

“The Service’s emphasis on eagle incidental take permits for wind facilities reflects [Obama] Administration priorities for expanded wind energy development and a desire to minimize the impacts of that growth on eagles,” FWS noted. “It does not reflect a belief that wind development poses a disproportionate risk compared to other activities that may incidentally take eagles.”

The FWS explained that the new National Environmental Policy Act (NEPA) regulations are intended to “minimize the impacts” of wind farms on the eagle population. “There is nothing in the revised regulations that will increase take, though we hope more ongoing unpermitted take will be captured under permits in the future,” the agency said.

The new regulations will require long-term permit holders to “search for injured and killed eagles” and then “estimate total take using methods approved by the Service,” according to the Final Rule published in the Federal Register on December 16th.

Permit holders will “be required to provide compensatory mitigation to offset predicted take over each 5-year period.”

Potential permittees will also have to “implement all practicable best management practices and other measures that are reasonably likely to reduce eagle take” to less than 5 percent of the LAP [local area population] for a project already in operation.  The “practicable” standard is a modification of the current “unavoidable” standard.

Any permitted facility that exceeds its authorized eagle kill limit would not be fined or criminally prosecuted, although it could still be “subject to an enforcement action at any time for unpermitted prior take of eagles,” according to the Final Rule.

“Only applicants who commit to adaptive management measures to ensure the preservation of eagles will be considered for permits with terms longer than five years,” according to FWS.

But Garry George, Audubon California’s director of renewable energy, pointed out that none of the new technologies used by the wind farm industry to lessen bird deaths “has been proven to work.”

The FWS “may be giving the industry certainty in a permit that allows them to kill eagles for 30 years, but they’re not giving us any certainty that it’s not going to send the population into a spiral,” George said.

Michael Hutchins, director of the American Bird Conservancy’s (ABC) Bird-Smart Wind Energy Campaign, also noted that the “lack of an opportunity for public input [during the five-year reviews] makes the rule vulnerable to legal challenges” under NEPA.

After being removed from the Endangered Species Act list of threatened species in 2007, the population of bald eagles is now estimated at 143,000 in the lower 48 states and Alaska. FWS estimates that it “will continue to increase until populations reach an equilibrium at about 228,000.”

But FWS believes the current stable population of 41,000 golden eagles “might be declining toward a lower equilibrium size of about 26,000 individuals.” For that reason, the permitted number of golden eagles killed “would still be set at zero, requiring that all authorized take be offset by compensatory mitigation,” according to the new regulations.

Under the Migratory Bird Treaty Act, it’s illegal to kill or injure eagles – even unintentionally – without a permit. The penalties can range up to a $500,000 fine and two years in prison.

FWS says that “no progress has been made” in its efforts to create an “accurate estimate of collision probability” for eagles at wind farms because “to date, so few incidental take permits have been issued at wind facilities.”

In response to comments from the public, FWS noted that “in the last 18 months, the Service has resolved five civil enforcement actions concerning unauthorized incidental take of eagles… at 15 different wind- energy facilities,” resulting in $55,000 in civil penalties and another $1.8 million to develop technologies to reduce the number of bird deaths.

In 2013, North Carolina-based Duke Energy Renewables became the first wind power company to be found criminally liable under MBTA for killing 163 protected birds, including 14 golden eagles, at two of its wind farms in Wyoming. The company pleaded guilty and agreed to pay a $1 million fine and another $900,000 in restitution and compensatory mitigation.

Last year, Oregon-based PacifiCorp became the second wind energy company to be prosecuted. It was fined $2.5 million for killing 38 golden eagles and hundreds of other protected migratory birds at its wind energy projects in Wyoming.

“No animal says America like the bald eagle, and the Service is using the best available science to make eagle management decisions that promote eagle conservation,” FWS Director Dan Ashe said in a statement.

“Our success in recovering this bird when its populations plummeted in the lower 48 nearly a half-century ago stands as one of our greatest national conservation achievements. The final revised regulations build on this success, taking a comprehensive approach to eagle conservation and demonstrating the Service’s longstanding commitment to bald and golden eagles, responsible industry operations, and the interests of the American people.”

Damn It! Almost Missed Earth Hour, TURN ON THOSE LIGHTS!!!

Evil lurks in the dark . Have you ever noticed how rats, cockroaches and druggies scatter when a bit of light is shined in their direction? Turn on those lights folks, and I will start the bonfire in a few minutes…well, maybe in a couple of days after we dry out from the rain, hail, snow.

Al Gore: The Biggest Loser

Is It Getting Warm In Here?

It must be as perplexing to his many admirers as it is frustrating to himself that a man of Vice President Gore’s many talents, great skills and strong beliefs is one of the most consistent losers in American politics.

“All political careers end in failure,” said Enoch Powell; Gore has not won an election on his own since his 1990 re-election to the Senate from Tennessee. His 1988 presidential bid ended well short of the nomination. Many observers felt Gore was headed for defeat in a third Senate campaign as the south continued to swing Republican; Clinton’s offer of the vice presidential slot in 1992 gave Gore the opportunity to reach a national audience as his home state cooled. On his own again in 2000, gifted by the departing Clinton with the most bubbliciously expanding economy in American history and a comfortable budget surplus, and insulated from the innuendo and scandal of the Clinton White House by his still-vibrant marriage, he found the elusive road to defeat against a flawed and inexperienced challenger. Tennessee voted for Bush; Florida or no Florida Gore would have gone to the White House if those who knew him longest and best had rallied to his support.

Once out of office, he assumed the leadership of the global green movement, steering that movement into a tsunami of defeat that, when the debris is finally cleared away, will loom as one of the greatest failures of civil society in all time.

Eco-Nuts’ Next Target: Anesthetic Gases

First they came for your DDT…  malaria killed millions and is still killing.  Then they banned fluorocarbons… the hole in the ozone closed and global warming increased.  Next they came after freon… it’s replacement is 4000 times more harmful to the environment. Co2 is on their list… no exhaling for you and no inhaling for plant life. Now it appears they are about to screw with your anesthesia:

When your doctor turns on the gas during surgery you go to sleep. You may be having pleasant dreams, but you are also contributing to global warming, according to a study released Friday by the University of Copenhagen.

Each year, surgery related gases affect the climate as much as one million cars, reports the study done in conjunction with NASA and the University of Michigan medical school.

Ole John Nielsen, a professor of atmospheric chemistry at the University of Copenhagen carried out the study which examined three gases, isoflurane, sevoflurane and desflurane, used regularly in human medicine. Nielsen says all three are worse than C02.

Nielsen said the mildest of the two are isoflurane and sevoflurane. He said the study finds desflurane the most harmful and will cause 1,620 times as much global warming as an equal amount of C02. Isoflurane and sevoflurane have global warming potentials of 210 and 510 respectively.

“This ought to make anesthesiologists sit up and take notice. If all three compounds have equal therapeutic worth, there is every reason to choose the one with the lowest global warming potential”, Nielsen said.

“The amount of gas needed for a single surgical procedure is not high, but each year surgery related anaesthetics affects the climate as much as would one million cars,” says the study published in the December issue of the British Journal of Anesthesia.

The gases were studied at the Ford atmospheric laboratories near Detroit.

NASA’s Mads Andersen collaborated with Nielsen and came up with the idea for the study while his wife was giving birth.

“The anesthesiologist told me, that the gas used is what we chemists know as a halogenated compound. That’s the same family . . . as the Freon that was famously eating the ozone layer back in the ’80s,” Andersen said.

Freon has been banned around the world since 1992.

Introducing The Daily Caller Carbon Offset-Offset Program

I’m sorry this is too late for Earth Day, but it is a worthy program for us deniers.

For years, you’ve watched helplessly as your neighbors try to erase their eco-sins with something called “carbon offsets” – the modern-day indulgences that rich liberals buy to make themselves feel better about taking NetJets to Sundance every January, or living in an 11,000-square-foot house with nine bathrooms. They may be burning more fossil fuels in a year than Malawi, but by purchasing a certificate that says someone planted ferns on their behalf in the Amazon Basin, these confirmed despoilers of the environment can claim to be “carbon-neutral.” And they do claim it, self-righteously and at every opportunity. It’s infuriating, yet there’s nothing you can do about it.

Until now.

This Earth Day, we at the The Daily Caller are proud to introduce our exclusive Carbon Offset-Offset Program. For a small fee, you can do your part to stop environmental fraud. Here’s how it works:

Each time your neighbor buys a carbon offset, you offset it.

How do offset-offsets work?

The True Cost Of Cap And Trade

Why Is Algore Pushing So Hard? Follow The Money!

Oh my...I thought the debate was over

Algore is still out there spouting his lies even after the fraud of “Climate Change” has been exposed. Do you wonder why he’s so desperate to keep the lies going? Read on…

The greatest scandal connected to global warming is not exaggeration, fraud or destruction of data to conceal the weakness of the argument. It is those who are personally profiting from promoting this fantasy at the expense of the rest of us.

Al Gore is the most visible beneficiary. The world’s greatest climate-change fear-monger has amassed millions in book sales and speaking fees. His science-fiction movie, “An Inconvenient Truth,” won an Academy Award for best documentary and 21 other film awards. He was co-recipient of the 2007 Nobel Peace Prize for his “efforts to build up and disseminate greater knowledge about man-made climate change, and to lay the foundations for the measures that are needed to counteract such change.”

Meanwhile, Mr. Gore was laying his own foundations. As he was whipping up hysteria over climate change, he cannily invested in “green” firms that stood to profit in the hundreds of millions of dollars (if not more) from increased government regulations and sweetheart deals from connected politicians and bureaucrats. The multimillionaire climate dilettante was given a free pass by reporters, who refused to ask him hard questions about the degree to which he was profiting from the panic he was causing.

With the global-warming story line unraveling, the New York Times allowed Mr. Gore to run what amounted to an unpaid advertisement for his brand of climate-change hysteria. This screed, published Saturday, reiterated his claim that the world faces an “unimaginable calamity requiring large-scale, preventive measures to protect human civilization as we know it.” That’s pretty good rhetoric for the person with the largest carbon footprint in the world.

Mr. Gore is not the only one profiting from climate fraud. Rajendra K. Pachauri, chairman of the U.N. Intergovernmental Panel on Climate Change (IPCC), which shared the 2007 Nobel Peace prize with Mr. Gore, is also the director general of the Energy and Resources Institute. The New Delhi-based research group has received substantial financial grants to examine the issue of the world’s vanishing glaciers, a purported crisis that was highlighted in the 2007 IPCC climate-change report. The glaciology unit is headed by Syed Hasnain, who in 1999 claimed that Himalayan glaciers would be gone by 2035, which became a noted scare quote in the IPCC report.

A more detailed study found that glacial melt was far less pronounced and widespread than claimed by the global-warming proponents. Mr. Pachauri denounced this skepticism as “voodoo science.” However, in January, Murari Lal, who wrote the glacier section of the 2007 IPCC report, admitted that the alarmist claims were not backed by peer-reviewed science but had been included in the report for a political purpose, which was to “impact policy-makers and politicians and encourage them to take some concrete action.” No word on whether Mr. Pachauri will return his institute’s grant money, but we doubt it.

The greatest potential profits are possible in the ill-defined “carbon trading” industry, currently valued at $126 billion. The trade in carbon emission credits – a key aspect of the beleaguered “cap-and-trade” energy bill now stalled in Congress – will make quick fortunes for the “carbon brokers” assisting companies with reducing their carbon footprints. But because carbon quotas and the acceptable means of measuring them will be determined by the government, this will benefit those who combine presumed expertise with political access, which in the Obama administration means the climate-change alarmists.

Mr. Gore is heavily involved in this scam through Generation Investment Management LLP, which he chairs, and Mr. Pachauri also has been accused of making millions from carbon trading. The dubious science of cap-and-trade and its productivity-killing implications make the bill unlikely to be passed in an election year, but any moves toward this framework will enhance the fortunes of these and other well-connected adherents to the global-warming cult at the expense of businesses and private citizens.

Given the clear conflicts of interest of those who both promote and profit from climate-change alarmism, the 2007 Nobel Peace Prize should be rescinded.
